My turns signals will flash 1-3 times and stop flashing. Could it be caused by "TURN SIGNAL FLASHER RELAY" ? Could one light not grounding properly cause this?

Yes.
Well sort of, a ground issue usually makes one side act up and one side behave normally. Try cleaning the grounds anyways, including the one on the relay.

I have ran out of options. I tried to fix it but have not been able to nail this one.
Anyone in the Burnaby area who knows they could fix it without screwing something else (under $100.00)
I do have a replacement switch/Relay.
