i had this problem years ago , and it ended being that something was touching/rubbing when ever i turned causing it to connect and sound the horn , a little filling and problem solved.

I just had the same problem on my 74 bus.
The plastic ring where the steering column goes through the floor had popped up and whenever i turned the wheel the the column would ground out against the floor pan. I fixed it by cutting a piece of washing machine drain hose and wrapping it around the steering column so that the floor pan could not touch the column and it was fixed. One day i will pull the column and put a new ring on it.
Cheers
