I have to send some parts to California to have some work on. Will be shipping and picking up in Oroville WA. Does Canadian Customs charge for work done in the U.S.?

I expect potentially GST. Make sure you document it at canada customs going across. Then when you come back, they won't try to ding you saying you have to pay the value on the whole thing, not just the repairs.
