E-brake Cables..

So heres the deal.
My car has brake cables but once the clamp that holds the metal ferrule to the back of the drum is installed it won't allow the extra 1/4 inch of travel that I need to get the drum back on due to the shoes being expanded. I've tried 2 sets of cables and the same results.. its almost like my shoes are currently to fat to allow me to hook up my ebrake.... So any ideas?
 
If more power is better. Then too much is just enough.
Why do it once when you can do it thrice?

Did you try to adjust your brakes?? sounds like they are too tight.

brakes are fully adjusted in. I did have to sand down the shoes so they would fit in the drum..

Cables undone at the e brake handle?   Shoes and e brake lever  properly set into the slots in that cross bar(between the two shoes)?
Cable sleeve properly set into the pan and/or backing plate?
Just some ideas

Cables undone.
Can't pull them up enough due to the shoe thickness. Sleeves properly set in and the cross bar is set in. Plus I had another set of eyes look at it so I know I'm not crazy.
If more power is better. Then too much is just enough.
